No, you do not need a conclusion in IELTS Academic Writing Task 1 This is because you do not draw any conclusions in Task 1. A conclusion is a final position that you reach after considering all the possible arguments, for example, in a Task 2 essay.
Instead, a Task 1 answer for Academic IELTS Writing, should contain an overview paragraph. This is a short paragraph which summarises the key features of the diagram, map, chart etc. It can go after your introduction, or at the end of your report but it is very important to include it. IELTS band score descriptors require you to include an overview for anything above a band 5, so make sure it is there.
